Humphrey Fellow Thierno Oumar Baldé collaborating on CIS workforce study
Thierno Oumar Baldé, A Humphrey fellow at the Evans School of Public Affairs is working with CIS in the area of ICT training and Employability as part of his Professional Affiliation. Thierno is the Chief of Poverty Mapping Team, National Statistical Directorate in Guinea and is interested in public policy design and analysis, poverty mapping and impact evaluation. He will be working with our team on the Washington Workforce Study sponsored by Microsoft.

Study will examine the current practice (teaching, research and outreach) of university-based engagement in the ICT4D field across 12 Asian countries. Through social network analysis, policy analysis, and case studies this study aims to identify hubs of academic ICT4D activity, as well as barriers and leverage points, in order to expand the number of academic programs explicitly examining the role of ICT in development. The study is funded by the International Development Research Centre (IDRC) of Canada under a grant to Chulalongkorn University, Thailand.

50 experts from around the world gathered to identify and discuss emergent trends in village computing, and generate actionable insights for practitioners, policymakers, as well as technology and service developers and providers. Publication will be completed in spring 2006. Partners: Grameen Technology Center, Annenber School for Communication, University of Southern California, and Center for Internet Studies, University of Washington.

Chris Coward, Beth Kolko, Andy Gordon and Mirah Wood attend the World Summit for the Information Society in Tunis. Deliver presentation at the World Forum on the Information Society on "Corporations, NGOs and IT Training: Blending Private and Nonprofit Apprpoaches to Achieving socioeconomic outcomes."
CIS is helping edit a special issue of Information Technologies and International Development on the role of universities in community ICT4D efforts. Abstracts of proposed articles are due May 31st, 2005.
CIS staff Chris Coward, Raul Roman and CIS fellow Roy Colle are organizing the panel: "Tertiary education, the Millennium Development Goals, and the Information Society: Building capacity and action."

CIS director Chris Coward spent three weeks with community technology center users and managers in Egypt researching sustainable models of community access to information technology. The work is part of the CIS's Global CTC Research Initiative.
University of Washington, Technical communication associate professor, Beth Kolko spent 2 weeks researching Hong Kong telecenters. The work is part of the CIS's Global CTC Research Initiative.
Raul Roman's article, "The Place of Theory in Development Communication: Retrospect and Prospects," was published in the 2005 edition of the Communication Yearbook.
"But we have demonstrated how universities can partner with these centers not only to provide technological assistance but in developing content that meet local needs," said CIS director Chris Coward.

CIS Research Associate Raul Roman presents at Annenberg Research Network on International Communication.
The conference raised awareness among APEC policy makers and government officials from eight countries regarding the digital divide. Roman spoke on best practices for telecenter planning, research and evaluation.
2004
UNESCO-Central America and the Ministry of Education of El Salvador sponsored a technical meeting on telecenter opportunities in Central America. Roman's presentation was titled: "The role of social science research in the design of Information Technology for Development policies: Case studies from Asia, Africa, and Latin America."
